Local public executives across Italy welcome a €444 monthly salary increase. The new national contract for the Local Functions area brings a strong, long-awaited boost, as the previous one for ministerial employees. The raise goes straight into the base salary, paid over 13 months, and benefits around 13,000 managers nationwide. Change feels bold and it feels deserved, sending a positive signal to the entire sector.

A Raise With Real Impact

Local leaders finally see concrete recognition for their work. They handle complex services, guide teams and keep cities and regions moving, and now their pay finally reflects this effort.

Luca Bianchi, a municipal manager in Emilia-Romagna, sums up the sentiment:

This raise energizes the entire leadership structure. We feel seen, and we feel supported.

The increase applies to:

  • 5,500 local-authority executives in cities, provinces, regions;
  • 5,200 technical and administrative managers (PTA);
  • 2,300 municipal and provincial secretaries.

When the Increase Arrives

If the contract receives final approval by December 2025, paychecks will rise on January 1, 2026. If not, the adjustment shifts to January 2027. Either way, the raise remains structural, not temporary.

Maria Leone, a provincial secretary, highlights the importance of timing:

We hope for a quick signature. Every month matters, and this contract carries new trust into the system.

More Than Money

The contract strengthens more than salaries. It enriches training opportunities, improves workplace protections and sharpens the relationship between management and unions.

Union representative Paolo Ricci notes:

This contract values people, not just roles. The raise is essential, but the cultural shift matters even more.

Local executives also welcome better legal safeguards and support during medical treatments. These measures show clear attention to personal wellbeing.

The raise ignites optimism. It pushes the public administration toward a more modern and competitive vision and also helps attract talent and encourages experienced leaders to stay.

In the words of regional HR director Elena Moretti:
