Who can apply
INAIL’s engineering competitions are “per titoli ed esami” (by qualifications and exams) and target highly specialized technical roles. The typical eligibility profile includes a recognized five-year Master’s degree in Engineering (or equivalent) in relevant classes (civil, building, mechanical, electrical, safety, etc.) and registration in the professional Register of Engineers (sezione A). Calls specify which engineering classes are valid and whether junior/senior specializations qualify. Non-EU citizens can apply if the specific notice allows it and they hold the required work and residence entitlements; EU/EEA/Swiss citizens generally compete under the same rules as Italians unless the role requires Italian citizenship for public functions. Always check the specific notice for degree classes, professional registration requirements, and any language or citizenship clauses.
Documents you need
Public competitions in Italy are formal. A clean, complete file matters as much as your technical skill. Before you start the InPA form, gather:
- Digital identity and tax ID: a working SPID or CIE (Carta d’Identità Elettronica) to access InPA, plus your codice fiscale. If you still need these, see our guides to getting SPID and obtaining a codice fiscale.
- Degree and transcripts: Italian degree certificate or recognized foreign equivalent (with official recognition/statement of comparability where required); keep PDFs ready.
- Professional Register (Albo) proof: certificate of registration (sezione A) for the appropriate sector(s), or proof you’ll obtain it by the deadline if the notice permits.
- CV and “titles” (titoli): updated CV, postgraduate courses, certifications (e.g., safety, BIM), publications, and experience that the notice counts for points.
- Language and ID: a valid ID document; if the notice requires a language certificate or self-declaration, prepare it.
- Optional: disability accommodations requests, where applicable; PEC address if the notice specifies certified email for communications.
How to apply on InPA
Applications are submitted exclusively online. The process is straightforward if you prepare your files and follow the official checklist:
- Access InPA with SPID/CIE and search for “INAIL” and the relevant competition (e.g., engineers for CTE). Open the notice page and read the “Domanda di partecipazione” section carefully.
- Fill the form in Italian exactly as per your passport/tax ID records. Mismatches (name order, diacritics) can cause validation errors.
- Upload documents in the required formats. Name files clearly (e.g., “Surname_Name_Degree.pdf”, “Register_Engineers_A.pdf”).
- Declare your “titoli” (qualifications) in the correct fields. Only what you declare properly will be scored.
- Pay the application fee (if requested) through the PagoPA link in the form. Keep the receipt.
- Submit and download the receipt. You can monitor status and communications in your InPA reserved area.
What the exams look like
INAIL engineering selections typically include two written tests (one technical, one on legislation/procedures) and one oral exam, plus the scoring of qualifications. The technical paper assesses applied design/analysis in the announced specialty (e.g., structural checks, building safety, plant engineering, prevention); the legal/administrative paper covers public-sector rules (procurement, transparency, safety at work, privacy, anti-corruption) and INAIL’s institutional duties. The oral exam often mixes technical case studies, reference standards, and workplace safety culture. Titles (titoli)—degree mark, post-grad courses, certified experience, and publications—add points according to the notice’s table.
Contract, pay and benefits
Winners are hired full-time, permanent under the CCNL “Funzioni Centrali”. Engineering roles for CTE posts are framed in the “ruolo dei professionisti” (I livello di professionalità) with the public-sector mix of base pay, 13th month, performance-related components, and welfare add-ons provided by the Institute. Duty stations are distributed nationally; the notice specifies the regional breakdown and whether mobility lists or subsequent relocations are possible. If you’re balancing offers, remember that public employment has stable progression and social benefits; private roles may pay differently but weigh risk vs. security.
Tax, residence and onboarding for expats
If you are new to Italy, plan your fiscal and registry steps early so payroll can start smoothly. Public administrations need correct identity and tax data, a valid IBAN, and—if applicable—proof of residence status. Start by clarifying your tax residence position in Italy (days of presence, center of vital interests, treaty tie-breakers). If you’re transitioning from freelancing or a foreign contract, review Partita IVA vs regular employment to understand how payroll taxes, INPS contributions, and benefits change. And if you want a professional to coordinate tax codes, family deductions, and first-year filings, see whether you need a commercialista and what they actually do for employees.
How to maximize your score
Engineers often focus on technical depth and forget formalities. Read the call line by line, highlight all “a pena di esclusione” clauses, and mirror the language of the notice in your application. For the written tests, build a compact “norme & procedure” sheet (procurement thresholds, safety at work pillars, transparency, privacy, anti-corruption), then practice structured answers: state the legal basis, outline the method, show calculations/assumptions, and close with a short, auditable conclusion. For the oral, prepare two or three case studies that show judgment and public-service mindset: risk mitigation, cost-benefit within rules, and documentation discipline.
Common mistakes to avoid
Most exclusions come from preventable errors: missing the deadline by minutes, wrong document formats, inconsistent personal data, skipping the online fee, or failing to prove Register of Engineers status when it is mandatory. Others lose points by not declaring “titoli” properly or by uploading generic certificates that the notice does not recognize. Treat the application like a design submittal: checklist, version control, and a final compliance pass 48 hours before you hit “send”.
After you submit
InPA will show your application status, convocation notices, and results. Written tests are held at venues and dates announced in the official communications; bring the exact ID and materials allowed. Results and rankings (graduatorie) are published on InPA and INAIL’s competition page. If you win, the HR office will contact you with contract details, pre-employment checks, and onboarding instructions (duty station, probation period, timetable). Keep your bank details, tax forms, and family status certificates ready so payroll and any dependent deductions start correctly from month one.
